Probably Reaper Miniatures but without a picture, it's just an educated guess.

It appears to be a gnome or dwarf or something carrying a little catapult. The base has "G02" on the bottom, if that helps.

That is a Wizard's of the Coast's Chainmail (AD&D) Ranger. The line is long out of production.

I can't remember who I bought them from or what they are called. They're resin, obviously. It was a small company, and I paid in Euros. I think they might have been Polish (but it wasn't maxmini). Anyone recognize them?

Looks like Grenadier early-90's style and the G02 mark confirms this.

they were made by Masquerade miniatures as part of the Halloween CUTIES figures (7 different ones) in 2009 or 2010. Sadly not available more.

And even here only the 7 mini set is there, the others are sold out.

This is an old Clan War figure Kyoso no Oni

Valiant bought the rights to the Clan War line and still has it in production.
