This is one of my favorites and one of the reasons I'm gonna start playing High Elves. I know the cloth above the boots looks a little dirty, but I think it was my scanner...

I think your mini looks very good, as you say, it's definately a reason to start a highelf army. I really like it. The armor is bright and clean, the robe is not dirty, it looks good. If you would have based the model and painted eyes, this would have been a 10.

The metal scale looks like you put some work into it. If you saturate a fine brush with thinned ink and put the tip between his fingers, you'll find that the ink will flow into the crease and give you nice definition without a lot of work. Paint the wooden part of your bow. What looks nice is to base with a light brown then add a few fine lines in dark brown and off white. Finally, hit the whole thing with a medium brown wash. Or even easier - scratch a few places for "grain". paint med. brown and wash with thinned dark brown. instant woodgrain.
