When is a charge considered to be successful?

Specifically with respect to the "Engaging Multiple Enemies" sidebar on page 16 of the rulebook. Does it happen after the "Roll Charge Distance and Move Attacker" step, the "Align with Enemy" step, or the "Perform Attack" step? The sidebar implies it happens immediately after "Roll Charge Distance and Move Attacker," as that's when a successful charge happens.

A charge can be considered successful when you contact the enemy unit. So before aligning since aligning means you already hit the unit.

As stated here, a charge becomes Successful as defined in the following step:

• Roll Charge Distance and Move Attacker: The attacker willthen roll a D6. This roll, plus the attacker’s Speed Stat, is its totalcharge distance. The attacker is then moved directly forward itstotal charge distance, stopping only if it would contact anotherunit it cannot cross or a Terrain piece it cannot cross (in whichcase, it will stop 1” away from that unit/Terrain piece). If, at anypoint during this move, it contacts the targeted enemy’s tray,then it was a Successful Charge.

So when do you align enemies as described under the "contacting multiple enemies," sidebar on p.16? Before aligning to your charge target? How does that work?

That section would be referencing being in contact with enemies after the final position/placement of the Attacker.

How do you adjudicate that when trays are potentially jostled or moved or on a slightly uneven table to be .00001 mm out?

Matters of displacement due to user/outside interference/error should be handled between players.

The rules outline the explicit actions that should be followed without said things occuring- eg. there is a reason there are no rules for "what happens if a bird crashes onto the table and shifts my opponent's units as I am resolving a charge?"

Nah I just mean like... players' hands aren't accurate to sub-mm distances, and that's what's required to adjudicate contact in this case.
