What does Othel Yarwyck do for Scorpions?

Hi!

Othel Yarwycks upgrade card allows you to ignore the "limited" rule for builder scorpion crews, however no such rule seems to exist.

I can't seem to find other questions about him.

So what is the limited rule? Is it just a line of nonsense, or does it actually do something?

Its on the other side on the Builder Scorpion Crew card. that's where almost all army list restrictions for units are listed.
