Suggestions on a cloud/sky base

Hi all. I have a fairly neat mini and hoping to gather some suggestions on how to base it. It is Thunderbolt Mountain's old Magic Carpet Ride. It is a Djinni, pulling a carpet above and behind him with two people riding on it. The current base is a 2 inch round base, with a rock sticking up from it and smoke rising from it forming the upper torso of the Djinni.

What I would like to do is make it look like the tip of a mountain sticking through the clouds. But, I have never done any sort of sky or cloud base and don't know what to use to make it look right. The mini measures 3 inches tall from the bottom of the rock to the top of the carpet. The rock is one inch high. If you have any suggestions, it would be greatly appreciated.

Cotton balls? A bit unorthodox maybe but with a hint (as in verry light dusting) of blue and gray sprays on them before applying it might work. Maybe.

I've tried to do various things with cotton balls and I can't get them to do anything I like. It's hard to explain but they just don't look right. I wonder if some marshmallow fluff left out to harden would work?

Do you think something like spray insulation foam could do the trick? Possibly the low expansion type used for doors and windows. Just a suggestion.

That stuff doesn't paint well at all, so I don't think it'll work.

I believe the cotton is the right way to go. But, you should probably dye it first with maybe some food coloring or ink. Or maybe just leave it plain. But, the trick would be to pull the cotton into little puffy bits. You're not going to want to just stick cotton balls on there. You'll have to play with it a bit, but I'm confident that it'd work eventually.

Round 2 of experimenting. I decided to go with a covering of the entire base so it looks like the Djinni is above the clouds. I think I like the effect better. I'm going to keep playing with different things until I find something I really like.

Nothing. Just more of the same material to cover the entire base. I think I may try to shape it into a teardrop fashion to help convey movement.
