Knight Models.
They have quite a few Jedi, stormtroopers and droids from ep 1-3.
(they are even here in the CMON-shop. and ok, not 28mm, but 30, that difference is almost nothing imho)

Or

Ebay and the Wizards collectible SW minis (they look ok for gaming, but not usable at all for painting)

I recommend "knight models" there miniatures are fantastic for star wars, they are slightly delicate looking though, as they are right proportions for real life.

Depends on what you want them for. For display and painting purposes, Knight models are your choice. For general gaming and a large variety, go to eBay for the old collectible mini game with the prepainted plastics.
