"R'Hllor unit" does nothing on it's own, but it has interactions with certain characters and tactics cards.
For example, Stannis - The One True King's tactics card "In R'hllor's Name!" only triggers "When a friendly R'Hllor unit activates"

Take this card for example.

If you play it when a unit of Baratheon Wardens (who are not an R'hllor Unit) are attacked, then the enemy unit takes D3+1 Hits.
If you play it when a unit that Stannis - One True King has joined (who have Affiliation: R'hllor, so are an R'hllor unit) then the enemy takes 4 wounds instead.

I take the card " Azor Ahai!" as example:

Played on a friendly unit without "R'hllor" the effect is:
you suffer only a maximum of 1 wound from a failed panic test.

If you target a friendnly unit with the keyword " R'hllor unit" its effect gets enhanced to:
The 7nit passes the panic test without taking a wound abd all enemy units it is engaged with get the condition token "Paniced".


So the keyword "R'hollor" serves a certain purpose in the game.
