With paint you will have difficulty, but you can try to enlarge vertically your image (canvas) size then copy paste pictures on top of each others. You can open multiple instance of paint, copy pasting between each others.
Then you can install Gimp (free software) which has layers management then putting each of your pictures on a different layers which you can move and adjust as your wish enlarging your canvas size and adjusting the different layers.

My personal preference is using Lightroom (but not free) which I use for my photo managements and post-processing adjustments. I use Print tool which allow me to "stack" many pictures and export them in jpg later on. For me it was the fastest way to do it...

Seconded. Get Gimp. It's not as user friendly as Photoshop, but once you get used to working within selections, something simple like layering photos is a quick task. For a free program, it's fairly robust.

Thirded. GIMP is very good, and there are loads of tutorials on te net about how to use it. Definitely worth the download.

I don't ever endorse stealing software, but I use Photoshop 7.0 (which I bought). It came out in the late 90's and still does everything I ever need it to do. If you were going to steal software, I doubt Adobe would care if you stole something over 15 years old. Just a thought. GIMP is good (and actaully has an Alpha Layer, something Photoshop took out in 4.0) but I am so used to Photoshop, that I just can't use GIMP. It's same, same... but too different for me.

I always do it with Microsoft Paint. Actually very easy. I open all the photos I want to stack, cut them to the right size, then in one Picture I enlarge the picture by left click+pulling down on the small box in the middle of the lower edge until it is large enough to hold the second picture as well (maybe zoom out to have a smaller view so everything will fit on your screen) and then in picture#2 i mark all, copy it and paste it into pic#1. Done, no extra software needed.

was that clear? should I add some screenshots?
