Rise of Moloch rules clarification suggestion

As there are some exceptions on the rules, please always state the startup cards for players and also the Nemesis. The rules update v1.1 states Nemesis always starts with 2 basic Nemesis cards and 2 chaos cards. But in expansions the startup chaos cards are not mentioned. Does Nemesis always start by drawing 2 chaos cards? It also feels a bit overpowered, therefore would like to have this clarified in case of the expansions.
