Rise of Moloch - Fire question

Dear all

After our first scenario in the campaign, we already have a rules question that wasn't addressed in the FAQ. As a nemesis, I chose the power that allows you to light a fire adjacent to agents and minions, which is what made me win the game. Two times, I lit a fire under that poor damsel in distress, after she had already taken her turn. Now, the rulebook states that a character gets 1 damage when it “enters” a square with a fire token. Our question was: is lighting a fire underneath a character seen as “entering” a square?
Logically, you can’t light a fire under someone without at least burning him/her a little bit, but the wording seemed to suggest that the character really has to step into the square, which doesn't seem natural at all. Another problem was that the fire was outside, so during the wrap-up fase it would be extinguished by the rain. Isn’t it weird then that I could set the damsel alight if it happened before her turn, but not if it happened after the ally’s turn? Wouldn’t it be more logical to see it as her just having entered a square with fire because a fire token was put on it? This way it would work like any other attack, for which you take damage as soon as you get it, not in your own turn. Even worse, if you would look at the word "enter" in a strict way, you could argue that a character might even start its turn in a square with fire and exit it without taking any damage, because non of that is "entering the square".

Thanks for the help!
