Remorseless Example & A Feast for Crows

Simply put, does the tactic card allow for more Corpse Piles than the Game Mode's limit of four?
It may sound like a rather straightforward thing at first reading but one should know which of the two prevails: the game mode setting or any tactic card going against these.

Rules as written, it depends on the order. When you check the scenario rule, it checks to see how many corpse piles are out, and if there's too many, whether from Remorseless Examples or itself, they don't spawn. When you check Remorseless Examples itself, it doesn't care.
