Question: Runner + Rapid Assault

Does the Runner ability stacks with Rapid Assault? For example, an infantry unit activating in a duckboards grid with Parman has a move value of 4?

No, the infantry buff is to the models movement rate, when using Parmans buff to move, the infantryman isn't using his own speed value.

Agreed with above.

Also, Parman's Buff is activated during your attack phase, so your infantry rapid assault's 3 grids (Parma's buff amount).

Once all combat is finished for your turn, you then move everything except units that used rapid assault (as per the rapid assault rule, found on the last page or so of the rule book).
