I actually enjoy planetstrike quite a bit, it's good for a casual game for fun with buddies.

As for cheap buildings, try the dollar store for the bastion/castle shaped buckets people use to make sandcastles, that's a possibility, and with some paint and small additions, it could probably suit what you're looking for.

Also, if you're feeling creative, have you considered using plasticard and scratchbuilding one? Plasticard is dirt cheap so in the end you could more than likely build 4 or 5 for the price of buying one kit from GW

Toys-R-Us has a $30 (CAD) castle for the game HeroScape. It's about the right scale for WH fantasy or 40k. It often goes on sale for %50 or %75 off, or it does here anyway (I grabbed 4 of them for something like $7 each). Not sure if it would fit the bill for what you're looking for, but figured I'd mention it.

For working with plastic card, I think there's an article in the scratch building section and there are countless articles if you do a google search for something like "working with sheet polystyrene". They'd be more helpful than anything I'd be able to type out.

Also, as for where you get Pcard, any modelling store should sell it, generally i pick it up from a model train store. I've also heard of people getting it from art stores near college campuses and whatnot. they come in a lot of different thicknesses and designs based on what you wanna do with it
