attach a knife to a length of wood pop a nail through the other end of the wood - rotate it round and you have a prefect circle (in theory!)

??? Depends on how thick your plasticard is.

You could replace the pencil in a compass with an exacto and set it for a 40mm cirle, and just spin it around, but you leave the center hole in place.

You also might find a hole bit that is 40mm and just stick it in your drill and act like a cookie cutter, and cut out the circle.

Get something 40mm round and temp glue it to the plasticard and cut around it and file it down flush with your template, then pop the plasticard off your template item.

I have \"Circle Cutter\" type compass with an Ex-acto blade system.
I\'ve never had much success cutting with it, but that was down to my own fault.
As long as you can kep the central point from Wobbling around you should be able to score the plastic enoughwith one rotation to allow it break reasonably cleanly.
After that it\'s down to some careful sanding with Wet & Dry to smooth the edges.
