Not entirely...

Shinobi could of course dress as anything required, including peasants, but that's not to say they didn't wear something like the clichéd outfit we all know today. On night missions sneaking into an enemy castle or stronghold I'm sure they dressed head to foot (probably in dark blue rather than black) at least some of the time because it makes sense to do so, and that means wearing the zukin and teko which are two iconic items of ninja attire.
