First; what are you converting? Then your looking for someone that knows what they're doing but hasn't done it before? Huh? Throw up some pictures of what you have and the idea of what you want to convert it too, I think that there is quite a few folks on here that will help you out.

Ok, What are you wishing to convert? In to what? IE. a basic Space Marine into "Lord Fire Doom of the Fire Lords chapter of Space Marines"
2. What experience do you have using hand tools? Green stuff? Do you have any hand tools (what are they) and green stuff (modeling putty)?
3. Can you draw/ are you a visual person. I think that this helps to break down the 'pieces' of a model into their basic shapes and find the right stuff to convert with/ sculpt. A drawing helps you cement your goal in your head and is useful to figger out possible problems before hand.
4. What is your 'inspiration'? Pictures help of the 'final product' that your looking to emulate. We can help you here online, and there are quite a few threads/blogs that can give you information on the basics, and there are some of the smartest folks in the 'field' that can and will give you free advice if you ask right here, you just have to ask and show them what you are looking to do. If you are more of a hands on person/ see someone do something and your good, have you tried you local hobby/game shop? Some if not most have a night or a group that gets together to model and paint, and most are very open to new members.

what iam trying to do is a major conversion of a warhammer figure such as an empire figure or an elf figure ( either a wood or high elf) so that is it .

Ok, we're getting someplace. What is your goal? What do you wish the final product to look like? Any examples?

OK Conversion what into what?
I regret to say that your descriptions are lacking in direction or inspiration especially as you have no diagrams to give us an idea.
My suggestion is to settle on one option and decide what you want the figure to look like or to represent and then we can help you with suggestions.
(or if even possible someone might undertake the conversion for you as an example of how to do the work.)

You don't seem to have the faintest idea of what you want to achieve?

Read the tutorials and come back when you have a plan.

For a larger project:
1. Find inspirations and references
2. Make a plan
3. See if there are some problematic areas in your plan - something you don't know how to do
4. Read tutorials and ask for help on these specific areas.
5. Convert and paint
6. Profit

You can also ask for references and ideas, but that's a very broad and open question that might go unanswered. Easier to say like "what can I do with this specific mini".
Generally don't convert just for the sake of it. If there's something you don't like with a mini, change that part.

Start out with something easy, like swapping weapons or so.

Ok, now we're getting someplace!
Think on the specifics of the piece. Fighter (hand to hand) or Spellcaster? Armored, robed, dress, naked? Action pose? Command pose? What is she armed with? Sword and or staff? Tomes of power? Trees and roots of "Oh sh!t! I'm being pulled under!"? Maybe being formed out of RoOsIbpu! (TM). Think on these things and draw a couple of your ideas up. Search the Internet for models that you can use as a base. Or if you can afford them snag the bits that you like, maybe you can greenstuff them on to whatever you're using as your base.
See Avelorn's post ^ I think that he may have a clearer process then I.

WHAT?!? Is this the reason that I haven't finished an army? I think that I've tried to convert one out of three in an Ig army, and one in ten in my Sisters.
