Help painting something like the blue NMM on the recent Dark Age releases

I looooooove the new NMM work on a lot of the new Dark Age models. Specifically, the work on the armor of the mounted Saints and the Deathknights.

I was wondering if anyone had any advice on how to paint that style of blue NMM? Should I start with a grey NMM and glaze in the blue or work through tones of blue (and glaze to black)?
