Greyjoy - What is Dead May Never Die

Hi, question is:

Does this card for real is designed to have "unit IS destroyed" trigger? So something diffrent from all the other effect that keeps a unit alive, like order "to the last" or "necessary sacrafices" from Baratheons NCU, Selyse and Shireen?

If thats true and the Greyjoy card works "when unit is destroyed" how that affect all the other effects/triggers/orders/abilities that do require a unit to gain a destroyed "status". We are talking Surge Forward (if somehow a unit will be unengaged, like Rangers in NW that can retreat after a Melee Attack), Take the Black or Jon Snows "It shall not end untill my death!" card? What about Victory Through Combat?

And if the effect is designed to work after a unit is destroyed, ergo the units tray is empty since all the models were remove due to wounds suffered and Greyjoy play this card:
- do tokens stay on the unit? or they were removed with the last model on the tray?
- if last model on the tray was an attachment, is he saved by the card or it just restores "rank and file" models to the tray?

Also one more question to this topic.

Does "destroyed" status mean that resurrected unit dont take Panic Test step of attack or it still had to take it?

The trigger on this card should be "When a unit would be destroyed" to match all similar triggers. This will be corrected in the next Errata release.
