1. If the model is engaged, can perform the special ability GELATINOUS SHIFT?
2. the model has already made activation of attack, can still perform gelatinous SHIFT and perform melee attack (in case the enemy has resonance)

It is possible to do this even if the model is in melee?
with respect to the latter.
I played yesterday with hadross. I did a maneuver and an attack action. then perform the skill gelatinous SHIFT and as the new enemy had resonance perform melee attack. The gelatinous SHIFT realized after my first attack, and allows me to move 2 inches in any direction I attacked another enemy as it had resonance. Is this possible?

not really. AS Gregdorf wrote: you can do 1 action. Either an attack or gel. shift. You have to choose between the two.
And as already answered: yes you can do it while being in melee.
