What is the 'photoetching' done here and how is it done?

I assume its the pretty bits on the plating.

In the case you are highlighting I think the photo etching is the stem of the wing which Semi has used to sculpt greenstuff onto so that what would be a fragile feather is a lot stronger.
Photoetching ( also known as brass etching / acid etch ) is a process used to create fine patterns or filigree work in metal. Forgeworld use it to create decorative plates for the marine chapters. Link to FW page :-http://www.forgeworld.co.uk/acatalog/ETCHED_BRASS.html
