Just matte varnishing won't get rid of all the shine beneath a decal. The effect is called silvering and is due to tiny bits of air trapped beneath the decal due to micro irregularities in your surface. To cure silvering you can either paint a bit of clear gloss under where the decal is going or try some of the decal setting solution which helps the decal melt a little bit onto the surface for a more complete bond.
