Any tips on breaking the monotony of painting regiments?

how do i get rid of the chalkiness and just give the model a cleaner appearance? and

I have an old regiment of the plastic warhammer high elves spearmen. They are painted badly and I want to start over. What can i use to safely strip the old paint off without damaging the plastic model?

okay so this what i have3 so far and and please comment. Im a big boy i can take the shots. on the drapery the shade is wokf grey and the highlights are white. Dont know if that is too much of a jump.

How much do i nee to dillute vallejo game and model colors for washes. Even 1 to 10 leaves me with too much paint not in recesses. Much thanks for any help in advance.

The only camera i have is a digital that is a mere 2.1 mp. Should i even bother with it or just go buy a new camera?
