Thanks for the comments on your post on my models. Judging from your gallery it's not easy for someone to perservere and collect a sizeable eldar army.
Good effort, decals can avoid being 'flaky' or coming off when it dries by applying a thin layer of purity seal or clear cote (make sure your decals have dried completely), the shining areas can then be even out with a overall spray of dull-cote or shiny-cote if you want.
