Like my other minis Saruman is painted for playing. Therefore you won't find NMM or any other time-wasting technique here. The staff and the Palantír are finished with glossy varnish.
He looks great! The clothes and palantir in particular I like. Something seems a little wonky with his eyes, though I'm not quite sure what (pupils a hair too thin maybe?)
