This paint job is very neat and clean. The free hand is a little shaky (shoulder shield lines and lining on sword blade), but overall, you've done a great job. The skulls and the chains are picked out nicely. The highlighting is a little harsh on the cloak. Try using multiple thinned layers of your highlight color to get a smoother look. His brown cloth looks good, though! Well done basing! :)
