The paintjob is decent - clean and a good table piece. Details are clearly picked out and I'd give it tier 2. However as it isn't yet finished (no base) it looks sloppy, so it loses some points there.
Out of personal curiosity, why the halbard? Why the book? It just doesn't fit with the flavor of the mini.
