There's real promise here; the drybrushing, the paint chips, wear and tear, good work on the eyes and teeth...
Basing it would obviously get this model up to tabletop quality pretty much instantly. A little white glue and some flock or gravel would be all it takes. You may want to consider drilling out the barrel of the pistol as well.
Washes and/or glazes on the flesh would also be an easy upgrade.
