Well, maybe the wind's blowing the girl's hair, while the motion of the vampire's mantle is due to him swooping it around himself in a dramatical way...
The brushwork is stunning. Unfortunately I can't get past the fact that a strong wind is clearly blowing her hair in one direction while blowing his cloak in directly the opposite direction.
