And second point, havoc launchers were originally designed by the imperial forces pre heresy, but have since stopped being used by the imperium.
The original use was troop clearance, which has now been changed to weapons like the assault cannon, which chaos forces dont use.

Go read the NEW marine codex, or IA 2, or look at forge world, marine razorbacks have been able to carry multi meltas for some time now, as for the havoc launcher, Id say proxy hunter killer missile launcher, it sure beats the marine ones for looks.
Paint jobs a solid eight, would probably be higher with a better photo, so to counter the bad score and stupid remark, Ill give a ten.
