This is a civillian I had to create for the Chicago 2002 40k GT. I'm thinking of making it part of an ][nquisitorial Henchmen squad. It's a standard GW Missionary Priest mini with the Chainsword removed and replaced with the custom banner. the book is from the Master of the Ravenwing model.
