Two things here; the face and hands look like they've got paint instead of colour on them, perhaps thin your paints a little more? Second, some stronger highlighting will really start to enhance textures. Instead of stopping at what looks like codex grey on the helmet wings, a touch of white will help to emphasize the feathering. Same thing for the beard and hands, highlighting will bring this guy to life. And don't forget to paint the basework! :) Nice work on picking out the tiny details, though.
