Use highlights to create more contrast on the mini. That's the thing about minis is that the detail is there on the model, but it is so tiny that it is difficult for the viewer to see. You have to show it by picking it out with light and dark. I can't see the details of this guy's face at all. If you mix a lighter color with the base color, use a tiny brush to pick out the raised areas, then there's a start. Try to define areas with lighter or darker paint to make the detail appear distinct. This is a good start! PM me if you have any specific questions.
